On September 13th, Suriname time, PetroChina State Investment Suriname Company, a subsidiary of CNPC, and Suriname National Oil Company (referred to as "Su Guooil") officially signed the petroleum product sharing contract of Block 14 and Block 15 in the shallow sea of Suriname, marking the first time that PetroChina entered Suriname to carry out oil and gas exploration and development activities.
Suriname's Minister of Foreign Affairs, International Trade and International Cooperation, Albert Ramdin, and Minister of Finance, Stanley Lahubasin, witnessed the signing of the contract, while China's Deputy Charge d'Affaires in Suriname, Liu Zhenhua, and Vice President of China National Petroleum Corporation (CNPC) and President of CNPC's listed subsidiary, Huang Yongzhang, attended the signing ceremony and delivered speeches. Vice President of China National Petroleum International Exploration and Production Corporation (CNPC International), Zhang Yu, Executive Director of Suriname Oil Company (SURINAME OIL), Anand Jagsar, and Executive Officer of SURINAME OIL's subsidiary POC, Ricardo Pissinbal, represented the three parties and signed the contract together.
In June 2024, CNPC won the bidding for Blocks 14 and 15 in the second round of bidding in the shallow waters of Suriname in 2023-2024, and obtained the operating rights of oil and gas exploration, development and production in Blocks 14 and 15, with 70% of the contract interests. POC, a subsidiary of Soviet Oil, holds the remaining 30% of the contract interest.
The Guyana-Suriname basin is a hot spot for oil and gas exploration in the world in recent years. Blocks 14 and 15 of the Suriname Shallow Sea are located in the eastern region of the Guyana-Suriname Basin and the southeastern extension of the Guyana producing block. The winning bid will help CNPC fully demonstrate its technical strength in the field of offshore oil and gas exploration and further consolidate the resource base for high-quality development of overseas business. Under the guidance of the Belt and Road Initiative, CNPC will follow the concept of "mutual benefit, win-win cooperation and development" to help the rapid development of the oil and gas industry in Suriname.
